The latest UNEP Emissions Gap Report released before COP26 revealed that new and updated climate commitments fall short of what is needed to meet the goals of the Paris Agreement. From 2023 to 2025, importers of carbon-intensive inputs must calculate and report on their emissions, but they will not have to pay the carbon tax yet.
